Village Rules and a Growing Township
Asphalt paving in Caledonia depends on whether you are in the village or out in the township. The village is small, about 1.4 square miles with 1,622 residents in 2020, settled in 1838 and incorporated in 1888. Caledonia Township around it grew from 8,964 residents in 2000 to 15,811 in 2020, with the Thornapple River running north through the middle and the Coldwater River joining it.
Permits through IMS
The Village of Caledonia contracts permitting and zoning interpretation to Imperial Municipal Services. The village says permits are typically needed for projects such as finished basements, decks and pools whether an owner or contractor does the work. We check with the village about driveway work before scheduling.
Glen Valley review
In the Glen Valley development, projects such as exterior changes, landscaping, fences and sheds need approval from the Glen Valley Architectural Control Committee before a permit is issued, and the village does not enforce private deed restrictions itself. If you live there and want to widen or reshape a driveway, check with the committee first. We can give you a written scope and drawing to bring to them.
Township driveways
Out in the township, newer subdivisions and rural parcels are the norm. Driveways that meet county roads need a Kent County Road Commission permit. Homes near the Thornapple or Coldwater rivers may need a county soil erosion permit for work within 500 feet of a stream.
What we do here
- Replacement of older village driveways with narrow access
- First-time crack sealing and sealcoating on newer subdivision drives
- Gravel-to-asphalt conversions on rural lots
- Repairs where plows and frost have broken edges
Older village drives
In the village, many homes date from the early and middle 1900s, with narrow drives and detached garages. Replacement there is often a tight-access job; we plan the equipment and staging to fit the lot.
Near the rivers
The Thornapple and Coldwater rivers run through the township. The county requires a soil erosion permit for activity within 500 feet of a lake or stream, so for homes near either river we check whether one applies before digging.
Costs
National guides put new asphalt driveways at roughly $5 to $12 or more per square foot and resurfacing at roughly $3 to $7. The written estimate sets the price.
Timing
We pave from late spring through early fall, when the ground is firm and warm enough for hot mix to compact. Crack sealing is best in late summer and fall, and sealcoating on dry days between about 50 and 95 degrees.
Gravel conversions
On township lots with gravel drives, we test the existing stone, reuse what is firm, add aggregate where it has thinned, and pave a thickness matched to the vehicles that use the drive.
Approaches on county roads
Many township homes sit on county roads, where the Kent County Road Commission requires a permit for any work in its right-of-way, including residential driveways. We build that step into the schedule.

Caledonia Questions
I live in Glen Valley. Who approves driveway changes?
Check with the Glen Valley Architectural Control Committee first; the village says its approval comes before a permit is issued for exterior changes.
Who issues permits in the Village of Caledonia?
The village contracts permitting to Imperial Municipal Services.
Do you pave rural drives in Caledonia Township?
Yes, including gravel-to-asphalt conversions and approaches onto county roads with the Road Commission permit.
When is the best time to sealcoat?
Late spring through early fall, on dry days between about 50 and 95 degrees.
