Holland Requires a Paving Permit
Asphalt paving in Holland comes with a step many nearby towns do not have: the City of Holland requires a residential driveway and paving application for all new and replacement paving projects. The permit fee is $45, the application needs a drawing or survey showing existing buildings, driveways, parking areas and patios plus the proposed changes, and incomplete applications are rejected. Asphalt, concrete and pavers are all covered.
Who can apply
The permit can be pulled by the property owner doing the work or by a contractor. A contractor has to be either a licensed Residential Builder or a holder of a Maintenance and Alteration license with a concrete specialty. We will tell you up front how the permit for your job is handled, and we can provide the drawing the application calls for.
Between the sidewalk and the street
Any work between the sidewalk and the street needs a separate street cut permit through the city's Transportation Services. If your project includes a new or wider approach, that is a second permit on top of the paving application.
Zoning limits
The city's form notes that paving restrictions may apply in the Central Neighborhood District, and that in one zone, rear-yard paving is limited to 50 percent of the rear yard and 10 feet, or 75 percent of the side yard. If you want to add a parking pad behind or beside the house, we check those limits first.
Lakeshore weather
Holland sits on Lake Macatawa near Lake Michigan, with a humid continental climate and frequent lake-effect snow. The city heats about 690,000 square feet of downtown streets and sidewalks with waste heat through its snowmelt system, but residential driveways still get plowed, salted and frozen all winter. Drainage and crack sealing matter here as much as anywhere.
Costs
National guides put new asphalt driveways at roughly $5 to $12 or more per square foot (HomeGuide) and $7 to $15 (Angi), and list driveway permits at about $50 to $200 nationally. Holland's own paving permit fee is $45. The written estimate sets the price.
Two counties
The Ottawa-Allegan county line runs through Holland. The city's own permits apply inside city limits; outside them, the county road commission for your area governs approach work on county roads.
What we provide for the permit
We can give you a written scope and a simple drawing showing the existing house, garage and drive and the proposed paving, which is what the city's application asks for. Approach work gets its own street cut permit.
Timing
Paving here runs from late spring into early fall. Crack sealing is best in late summer and fall, and sealcoating on dry, warm days.
Repairs that may not need the paving permit
Crack sealing, sealcoating and small patches maintain existing pavement. We confirm with the city whether your specific job needs the paving application.

Yes. The city requires a residential driveway and paving application, with a $45 fee, for all new and replacement paving.
What does the application need?
A drawing or survey of the property showing existing buildings, driveways, parking areas and patios and the proposed changes. Incomplete applications are rejected.
Is the approach covered by the same permit?
No. Work between the sidewalk and the street needs a separate street cut permit.
Can I pave more of my backyard for parking?
There may be limits. The city's form notes rear-yard paving limits in one zone and possible restrictions in the Central Neighborhood District. We check before quoting.
Does Holland's paving permit apply outside city limits?
No. Outside the city, your township and county road commission set the rules. We check based on your address.
